The City of Richmond recognizes that child care is an important service for its residents, is an essential need for working parents and supports parents who are pursuing their education. A key goal of the City’s commitment to child care is to promote the establishment and maintenance of a comprehensive child care system.

Child Care Professional and Program Development Grant
Child Care Professional and Program Development Grant
The Professional and Program Development Grant provides funding for non-profit societies developing or providing professional and program development opportunities in Richmond (e.g. training, workshops). The initiatives must be available and of benefit to the broader child care community in Richmond, rather than to a few specific individuals or centres. The necessity and benefits of the initiative to the child care community must be demonstrated. Funding for individual staff to register for or attend courses or workshops is not eligible under this grant program.
Applications for the second intake of the Child Care Professional and Program Development Grants are now open. This intake will NOT take place online and applicants will need to complete an application form and attach relevant documents and deliver (electronically by email or hard copy in person) to the City. Applications are due at 12:00pm on April 16, 2024.

- Application forms will be emailed to all interested parties, email ChildCare@richmond.ca to request a copy.
- Complete the application form.
- Submit the form via email to ChildCare@richmond.ca or in person to City Hall, 6911 No. 3 Road.

Municipal Jurisdiction
The City of Richmond demonstrates its commitment to child care by partnering with other levels of government and the private and non-profit sectors to create child care spaces, and through the following initiatives:
Provincial Jurisdiction
The Provincial Government is responsible for child care legislation, policy, facility licensing, fee subsidies to low-income families, and program support. Visit the BC Ministry of Education and Child Care for information on the child care subsidy, principles of child care in British Columbia and guidelines for municipalities to support local child care needs.

Federal Jurisdiction
Education and child care fall primarily under provincial jurisdiction, and the federal role is limited largely to the transfer of funds to provincial and territorial governments for early childhood programs and services. The federal government also provides the Canada Child Benefit (CCB) to families with children under the age of 18 years.
